Strengthening Capabilities for Implementing Environmental Impact Assessment, Nepal

 
  Agrodev assisted Nepal in strengthening its capabilities for implementing environmental impact assessment. The project focused on improving EIA coordination among several priority development agencies, and developing effective implementation of national EIA guidelines. Developing sectoral EIA procedures and guidelines, providing EIA training, and preparing a human resource development plan were integral to this work.

Meeting these objectives involved multi-agency institutional analysis and a high-level inter-ministerial workshop on coordination issues and solutions. Training materials and case studies were developed, and courses implemented, for different target groups in the public and private sectors. A high-level study mission assessed regional experience in EIA implementation. 

Procedures and guidelines were developed for mining, waste management, and urban development projects. Database tools were developed to support EIA implementation, and a computerized expert system for EIA scoping was installed in selected ministries along with the requisite training. Finally, a human resource development plan was prepared for further strengthening EIA capabilities.

The international team from Canada and Nepal worked closely with their HMG Nepal counterparts to implement the project. The work involved inter-ministerial consultations, seminars, workshops, task-specific group activities, training sessions, and the preparation of some 25 proceedings and technical reports.
