Agrodev assisted the
Ministry of Fisheries (MOF) in: (i) upgrading and
developing its technical, managerial and planning
capabilities; and (ii) developing policy,
managerial guidelines and environmental controls
for the fisheries ports and related facilities.
This technical assistance project to the MOF was
implemented in conjunction with the construction
of 10 fishing ports throughout Vietnam. The
project was financed by the Asian Development
Bank.
Services provided included: (i) design of
individual Port Management plans for each of the
10 ports with an emphasis on full cost recovery;
(ii) development of a fisheries resource
management plan for each of the 10 Project ports
following analysis of the existing fishery
resource data; (iii) review environmental
management plan for each fishing port; (iv)
training and extension for participatory resource
management and women's activities in fisheries; (v)
benefit monitoring and impact assessment; and (vi)
training workshops and study tours for MOF staff
in port management, administration, and financial
management systems, with emphasis on the
introduction of user charges and the development
of sound commercial management.
