Phase I
of this project was improved support services to
the horticulture production and processing
industry. It involved re-organizing and
strengthening the manpower and technological
capabilities within the Brunei Agricultural
Research Centre (BARC), the Sinuat Technology
Center (SATC), and the Food Technology Unit (FTU).
The main activities of the project were
undertaken in three stages:
- in-depth fieldwork and development of a
strategy programme and plan of action;
- implementation of the strategy, programme
and action plan; and
- promotion and development of export
ornamentals, fruit and vegetables.
Phase II was designed to develop the
capability among the Department of Agriculture (DOA)
staff to support the needs of the small and
medium scale entrepreneurs (SME) and to expand
their involvement in agro-processing and
horticultural production. Tasks included:
- A training needs assessment for meeting
additional specialized needs and produce
a training plan for DOA.
- Assess niche market opportunities and
devise promotional strategies, as well as
develop producer/buyer networking and
market linkages.
- Facilitate division and department level
strategic planning sessions to develop
one strategic plan for DOA.
- Provide reinforcement "Training of
Trainers" for DOA staff in
agricultural SME business training.
- Strengthen extension skills and capacity
in farm management systems and
horticultural production practices.
- Assist in planning and developing long-term
basic and applied R&D programs in
agro-processing; and build the capacity
for the Food Technology Unit staff to
provide the technical support required
for start-up SMEs.
- Assess how information technology can be
used in extension, export promotion,
producer/processor linkages and marketing.
