with institutional development and capacity
building for environmental planning and
assessment within the Palestinian Authority (PA).
The project involves the development of an
environmental assessment (EA) policy, EA program
development and training. Agrodev worked with
Palestinian counterparts and multi-agency working
groups to develop the EA policy as an
integral element of evolving project planning,
review and approval processes.
EA program
development involved the creation and integration
of all administrative elements of an effective EA
process within the PA. Included were application,
inter-agency review and approval procedures;
project tracking systems; general EA guidelines
and terms of reference; and best management
practices. More than 35 PA officials were trained
in EA practice and administration through
lectures, seminars and case studies. The
training program was developed and delivered in
partnership with Palestinian counterparts being
trained as trainers.
As Palestinian
governance systems emerge, the project played an
important role in building effective operational
linkages among PA agencies to support
environmentally sustainable development.
