assisted the government of Northwest Frontier
Province prepare a rural development poverty
alleviation project suitable for ADB financing.
The team assessed the Barani Area Development
Project - Phase 1 and other similar projects, and
designed a project to reduce poverty of the rural
population in six additional districts of NWFP
that are also the poorest. The project emphasized
sustainable natural resource management, human
and institutional and infrastructure development.
It provided targeted income generation and human
resource development measures for women to reduce
current gender disparities and to promote their
role in rural society.
The proposed project is located in nine districts
of the ecologically sensitive barani (or drylands)
area of Northern Pakistan. The objectives of the
identified project are:
Enhance rural income
through improved agriculture, livestock,
forestry and rural finance;
Support small-scale
community infrastructure (e.g. rural
roads/ tracks, small irrigation, water
supply and micro hydro);
Develop institutional and
human resources, including project
management capacity; establishment of
voluntary organizations; and community
needs training (in health, nutrition and
literacy to improve women's welfare).
The outcome of the TA was a fully
documented and justified poverty reduction
project that was approved for an ADB/IFAD loan
for a total value of $60 million.
