Women in Development, Cambodia

This technical assistance program improved the welfare of women by strengthening the institutional capacity of the Secretariat of State for Women's Affairs (SWA).

The Government of Cambodia had recently shifted its emphasis from "special" women in development projects to "main streaming" women's concerns into all sectoral policies and programs in Cambodia. Thus, the SWA’s ability to formulate, coordinate, advocate, and promote the integration of women into the mainstream developmental process was critical.

The project objective was met by developing a national Women In Development (WID) policy, improving communications between SWA and provincial WID centers, and redefining the roles and functions of SWA to more efficiently implement the national policy. SWA staff were trained to perform their modified functions and roles effectively.

This project played a key role in establishing a new Ministry for Women. In recognition of these achievements, Agrodev received the 1996 Canadian Award for International Development.
